PARAGRAPH 72. “With the modifications to the housing land allocations I consider that the provisions in the SAP for the supply of housing land are sufficient to deliver the strategy of the CS as set out in Policy CS13 and CS14 in the interim period prior to the adoption of the JSP and the new LP.”
I believe this means that the examiner has said that North Somerset has provided enough land in its Sites Allocation Plan for developers to build the houses that are demanded by government policy for our region, but…. the examiner is sceptical of the high rate of delivery required (OF COURSE THE DEVELOPERS WILL NOT BUILD THEM ALL. WHY SHOULD THEY?) so it is by no means the end of this, just a respite.
SO FROM NOW, UP TO THE ADOPTION OF THE JSP, WE SHOULD NO LONGER HEAR FROM DEVELOPERS SAYING “WE CAN BUILD HERE BECAUSE NORTH SOMERSET DON’T HAVE A 5 YEAR SUPPLY”
IT SHOULD MEAN, FOR NOW UNTIL THE JSP AND LOCAL PLAN IS SETTLED, THAT DEVELOPERS WILL HAVE TO ABIDE BY THE PLANNING POLICIES OF NORTH SOMERSET. (AND OF COURSE OUR NEIGHBOURHOOD PLAN).
OF COURSE WE CAN NOW AWAIT THE DEVELOPER COMMUNITY TO WHEEL OUT THEIR BARRISTERS AND DISPUTE THIS, IT IS ONLY TEMPORARY RELIEF.
THE COMPLETELY OBVIOUS FLAW IS THAT THE GOVERNMENT HAS SET UP A SYSTEM TO PUNISH LOCAL AUTHORITIES FOR THE HOUSES THAT DEVELOPERS DO NOT BUILD! ONLY A COMPLETE IDIOT COULD DEFEND IT.
IF DEVELOPERS DO NOT BUILD ON ALLOCATED LAND THE GOVERNMENT SHOULD FUND LOCAL AUTHORITIES TO BUILD AND SELL AT MODEST PROFIT. THIS SYSTEM HAS HAD ITS CHANCE AND IT IS CLEAR TO ALL THAT IT IS FAILING, THE DEVELOPERS HAVE ALL THE CARROTS AND THE LOCAL AUTHORITIES THE STICKS.
